I am not sure what this wheel pulled. If anyone has a clue please comment.
The Waggoner's were millers from Pennsylvania. They bought the estate and the mill across the street. They owned this property from 1887 until 1976. They produced what was considered to be the best baking and cake flours in the Midwest called "Queen of the Pantry"

Pantry... some words are being left at the wayside.
That looks like a millstone. I imagine it was part of the grinding mechanism for the wheat.
I agree with Jane, it does look like a millstone. I also agree with Birdman, pantry is a word you don't hear very often any longer. I remember my grandmother had a pantry at her house and I never could figure out why we didn't have one. It looked like such a hand room. I went to a fund raising event recently in house I would classify as Mansion-like, I was pleased to see that it had a pantry but, I don't think they called it that.
That is awesome! It does make for an interesting yard sculpture.
Wonderful craftsmanship the way the pieces fit together!
I think this used to grind rather than pull too. Ah, isn't history such a wonderful thing? :-)
Don't know what it is, but I like the looks of it!
I am voting with those who say it was used for grinding, not pulling. See the grooving?
